What this was
A man points a phone camera at a police officer's feet and shouts, incredulous and delighted, what are those. The officer does not answer. The whole clip is the question and the silence after it.
It first appeared in 2015, during the platform era.
It became the standard way to mock anybody's footwear, and then anybody's anything, and it did so across a whole language community rather than a subculture — the phrase turned up in school corridors, sports broadcasts and advertising within months. Paste ranked it thirteenth in its farewell list and noted that the officer never answered.
The line has outlasted the platform by a decade and is still deployed unironically by people too young to have used Vine. As with a great many of the most-quoted Vines, the person who filmed it is credited only by handle in the retrospectives.
